Responsibilities Summary: The Transportation Operations Director is
responsible for the overall management of the client’s
transportation contract and acts as the central point of contact
with the client for all contract issues. Develops and maintains
reports that indicate the transportation and stationary services
provided. Other duties include ensuring that all transportation
activities are coordinated and scheduled on a timely basis,
ensuring sufficient staff is available and ready to transport
detainees to various locations, and ensuring that all operations
are in compliance with internal and external rules, and
regulations. Primary Duties and Responsibilities: The
Transportation Operations Director formulates, organizes and
monitors transportation operations in accordance with contract and
internal guidelines. Implements suitable transportation and
staffing strategies to ensure optimal performance and cost saving
measures. The Transportation Operations Director manages and
provides guidance to transportation staff. Develops and controls
deadlines, budgets and overall transportation activities. The
Transportation Operations Director measures and controls risk and
resource management. Assumes overall responsibility for the
transportation program, its staff and vendors. The Transportation
Operations Director continuously evaluates program’s overall
performance with a view toward maximizing operational soundness.
Prepares reports for senior management and client as required. The
Transportation Operations Director implements policies and
procedures related to transportation of detainees throughout the
contractual area. Develops training and mentoring opportunities to
assist staff in carrying out their work in a safe and efficient
manner. The Transportation Operations Director approves performance
improvement plans and disciplinary recommendations as needed up to
and including termination. Manages and provides overall supervision
of the transportation budget. Ensures maintenance and mechanical
needs for the facilities and vehicles are provided in a timely
cost-effective manner. The Transportation Operations Director
ensures effective recordkeeping and timely reporting as required.
Ensures that all reports and investigations of accidents and
incidents are conducted and thoroughly written in a timely manner.
Provides additional investigations if necessary. The Transportation
Operations Director ensures compliance with federal, state, and
organization laws, rules, and regulations. Provides subject matter
expert knowledge on the Department of Transportation’s (DOT)
compliance and regulation issues. The Transportation Operations
Director attends outside meetings with organizational, federal, or
state representatives. Maintains regulatory knowledge by attending
at least eight (8) hours per year of transportation or regulatory
topics related to transportation activities. Creates networks with
transportation authorities to ensure the GTI operation is
knowledgeable on transportation activities. Performs other duties
as assigned. Qualifications Minimum Requirements Must be at least
twenty-one (21) years of age. Must be a United States Citizen. Have
an honorable or general discharge, if a Veteran. Will possess a
bachelor’s degree and at least two (2) years of relevant detention
experience OR a High School Diploma or equivalent certification and
at least five (5) years of detention experience, of which at least
four (4) years must be specialized or supervisory. Specialized
supervisory experience includes project development, management,
and control of funds and resources and demonstrated capability in
managing multiple tasks and supervising one (1) or more subordinate
units consisting of a squad or multiple squads of security or law
enforcement personnel. A certificate from a state, local, or
federal law enforcement academy, including satisfactory completion
of certified firearms and defensive tactics courses; or federal
contract security operations experience. Obtain a minimum of a
valid “Class B” (CDL) with a Passenger (P) endorsement within six
(6) months of appointment to position. A current driver’s license
with no preventable accidents, suspensions for driving convictions,
Driving While Intoxicated (DWI) or Driving Under the Influence
(DUI) or more than two (2) moving violations on any type of vehicle
for the past three (3) years. Passing a company and Department of
Transportation (DOT) drug and alcohol test. Proven experience as a
program manager or other managerial position. Must obtain and
maintain certification in CPR, First Aid, Defensive Tactics and
Firearms. Thorough understanding of project/program management
techniques and methods. Excellent knowledge of performance
evaluation and management principles. Excellent computer skills
with knowledge of program/project software. Outstanding leadership
and organizational skills. Excellent communication skills.
Outstanding problem-solving ability. Demonstrated experience to
function in a supervisory capacity. Extensive knowledge of
State/Contracting Agency laws relating to corrections. Ability to
speak, read, and write the English language and communicate and
interact with a variety of personalities. Ability to interpret
complex written/oral communication, documents, and instructions.
Ability to make and implement decisions without assistance. Must
not have a physical condition that would restrict strenuous
exertion or prevent satisfactory performance. Must not have an
emotional or mental condition that could adversely affect
performance. Have medical certification, documentation, or waiver
of a current Hepatitis B immunization. Have medical certification,
documentation, or waiver of an annual Tuberculosis (TB) skin test.
